Who has to file

  • Every EAS Participant: AM, FM and LPFM radio stations, full-power, Class A and low power TV stations, cable systems, wireless cable, satellite radio and TV, and wireline video systems.
  • Form One is due every year, and again whenever your State EAS Plan changes your monitoring assignments (47 CFR 11.61(a)(3)(iv)).
  • Not required (47 CFR 11.11(b)): TV translators, FM translators and boosters that rebroadcast their primary station in full, and satellites or repeaters that rebroadcast all of a hub station's programming (the hub still files).
  • LPFM stations do file: they need an EAS decoder (not an encoder) and an ETRS filing like everyone else.
  • You sign in to ETRS with your FCC user name (the same one you use for CORES and your FRN).

Dates as the FCC's Public Safety and Homeland Security Bureau gave them for 2026. Not a product of the FCC.
